The Affirmative Action Loan Scheme (AALS) is designed to support emerging commercial farmers, particularly those from previously disadvantaged communities, as part of Namibia’s land reform program. This initiative enables eligible individuals to acquire farmland in commercial areas, contributing to inclusive agricultural development.
Loan Features- Loan Term: Up to 25 years.
- Security: Loans secured by a mortgage bond.

Full-time Farmers:

Years 1 - 3: No interest or capital repayment.

Year 4 - 25: Repayment with escalating interest.

Part-time Farmers have two options:

Pay only interest in the first 3 years, then repay over 22 years.

Capitalize interest for 3 years, then repay full amount over 22 year
Eligibility RequirementsTo qualify, applicants must:
- Own or plan to acquire at least:
- 150 large stock, or
- 800 small stock, or
- Equivalent to 35% of the official carrying capacity of the farm.
- Or demonstrate financial ability to acquire such livestock.
Application Requirements:
- Applicants must provide a business plan.
- Deed of sale, Purchase agreement or Offer to purchase.
- Copy of certificate of waiver or Letter of exemption from the Ministry
responsible for lands.
- Copy of the Title Deed of the Farm to be sold
- Last Will and Testament (if seller is an estate late).
- Proof of 10% contribution by the applicant.
